California may be the next state to implement pay by the mile auto insurance, and changes could be come as soon as November of this year. Another proposal is to have policyholders prepay for a specific amount of miles and be able to purchase more miles as needed. To get people to try this new form of auto insurance, California insurance commissioner Steve Poizner advocates discounts for new customers that sign up for the plan. "By empowering consumers to take charge of their insurance bill, we may see fewer cars on the road, which means cleaner air, safer streets and lower premiums," states Poizner.
